That artwork is from November of 2012, not too long ago. I think we'd have seen an issue if it wasn't ok to redesign the current 'mechs and use those redesigns.
Example, they put that Marauder on the cover of the Tech Readout.
So honestly, I'm betting they're cooking up some wicked Unseen/Reseen mech designs and we'll just have to wait until they decide to unleash it on the public.

1) FD is on vacation or simply having a very hard time with the current mech (probability: low, IMHO)
2) the devs don't want to get too far ahead of mech releases so they are delaying releasing concept art until a few more mechs are actually in the game (probability: reasonable, IMHO)
3) they are done with the IS mechs for the time being and are working on the Clan mechs, and they want to keep them secret until they can do a large announcement further down the road (probability: somewhat likely, again IMHO)
4) the actual reason is something I haven't even considered and we will never know why (probability: probably high, IMHO)

1) FD is as far ahead as you can imagine. He isn't the problem.
2) Unreasonable, each Mech concept that is released is at least four months ahead.
3) Wouldn't matter.

I wonder did they skip the Raven due to its amazing ability to cause controversy at every release (remember when the concept art was released?!!) and the current Raven hate campaign from some in the forums. Was it just too much of a political landmine to go with at the moment so get pushed back? Leading us to the odd move of releasing a hero mech with neither hero nor story, just a banner on the home page.
All very odd. What will be next? Surely not one of them mechs still so new from the Devs it has wet paint and that new mech smell? Still I would like to see something really good for the Raven hero mech so if that means we will not see one for a long time to come that is fine with me as most of the Hero mechs have been pretty lame so far (the hero chosen not the mech itself).
No boring old predictable Liao or FedSuns pilots please, how about one from a Merc unit like Camacho's Caballeros (only one I remember right now) or something a little different, but not made up like the Cataphract one.

The Dev's have kept things "need-to-know" in terms for relations with the community since the turn of the new year. Which I don't blame them, the community has become more and more hostile and take for granted what they're given. But I would hold to Dev's to be better than those loud-mouths by ignoring them; they'll just keep ranting on until they get a game that only suites themselves.
What some of us are feeling (myself including) is left out on the growth of the game. I wouldn't expect them to give us a window to their whole developement process, that's their jobs and their vision, but would ask that they provide some insight in terms of why they do and don't.
So, yeah.
