The
Hoplite is a Dragoons-only 'Mech... and even they don't have the ability to construct them (to replace units lost to battle) without access to the Clan homeworlds (which also serves to indicate that no one else in the IS has the ability to construct them, either).

By contrast, PGI has thus far been careful about choosing 'Mechs that can be produced or procured from within multiple factions with relative ease.
As such, it is very unlikely that the
Hoplite would be chosen and implemented anytime soon, if ever.
For 55-tonners, that essentially leaves us with the
Dervish and the
Kintaro.
And if the
Dervish is indeed out due to what similarity might be perceived between it and the
Quickdraw...
