Well, if it's got the tonnage to use all of that, great.
Like many IS 'mechs, the decision's going to be forced pretty early in the buildout: Where do we commit the tonnage, and is it worth it (for whatever reason) to run it that way?
This makes me think of the Protector, with more energy, less missile. If the hitboxes are XL-friendly, it might help some.
Otherwise, sounds like a stooped-over ballistics-added version of either the Grasshopper +5 tons, or Black Knight +JJs. Probably would be a lot like a Cataphract for builds, I'm thinking.
Laser vom, IS Gauss vom (can we get an AC20 in there?), or even a couple UACs (still needs 10 crits, like the AC 20) with lots of ML sounds a lot like what we've already got from the Hopper, Knight and the Phract. Could be interesting with +5 tons, +JJ, +ballistic, +engine all available.
Bonuses: more options for versatility (at least for engines, JJs, ballistics.
Toss-up: shape and hitboxes
Con: IS gear is heavier and more critslot-intensive, which limits options even at 75 tons. Optional endo at least helps mitigate the tonnage issue a little (poor Summoner).
