Unless they plan on changing how the attack/counterattack vs defend system is determined, sadly it probably will not. At the present moment there is no real reason to play CW, the planets mean nothing, and the monetary incentive to play it is minimal.

You know how I feel about it MadWOPR first hand. Unfortunately it currently is not that exciting to many Liao players, the benefits to play it are minimal at best, especially when you take into account that there is really little chance of success due to CW being about having a high population 3 to 4 hours before the CF rather than being about skillful combat. Perhaps after the patch it might change, I do not know. But MadWOPR , I am always willing to beat my head against the wall for fellow Squawkers like yourself.
Lastly , Harathan.. No one is forcing you to ghost drop on Liao ,that is something you are choosing. You could always pick another place to go fight that has some population numbers, yet you do not. It is not my problem or anyone else's that you feel you are being forced into anything. That my friend is of your own choosing.
