No... Maybe I'm missing something, but the quirks for the 1N are 25% + 25% cooldown for the AC5.
AC5 on DRG-1N stats
1.66 - Pre quirk Recycle Time, no skills or modules.
1.58 - Pre quirk with Fast Fire elite skill applied (5%)
.83 - Post quirk, (50% cooldown) no skills or modules
.75 - Post quirk, Fast Fire skill
.55 - Post quirk, Fast Fire skill, Cooldown module 5 (12%)
The quirk, (50%) elite skill (5%) and module (12%) all stack.
A Dragon 1N with current quirks and Cooldown Module 5, as well as Fast Fire, WILL fire every .55 seconds. Chain Firing them will slow that rate down, so it makes more sense to simply alpha both of them.
