It is a well known fact that Senior Officers in the Revolutionary Army favored Military Rule rather than Civilian Rule of the fledging United States of America. This went so far as a plan to crown Washington "King" of America, in a manner vey similar to our mother country, England.
But then search it for yourself... those times were not the clean and simple Governance process you describe.
