Stock mechs live longer, far longer than in MWO. Especially since a Dragon's armor is effectively rivaling a Stalker's armor (check their values).
MWO may have double armor/structure, but MWO also has a minimum of 3.5 times the firing rate with some weapons firing at over 28 times the firing rate.
Also, remember that "Factories are building Battlemechs at a rate that barely rivals their attrition." In other words, right up to before the Clan invasion, the IS mechs are barely being built as fast as they are being completely demolished (unsalvageable). That is how 'precious' every single mech is. With TT's FLD as opposed to the lore, 8 armor doesn't mean much. Especially with through armor criticals.
Yes but a TAC is more likely to help blow out your engine and almost as likely to kill your pilot as it is set off that ST ammo. 8 pts of armor to protect the side torsos is going to shave 1 more hit from most weapons, in part or in whole, or 4 more points of IS on each ST against what's most likely to blow it out - getting your ST tapped.
TACs are like the raised middle finger of god. There is no 'protection' against them. CASE your ammo? LOL, TAC blows out your gyro, or your engine, or kills the pilot outright.
Also this is the personal mech of a faction leader. You can say that 'well, there's some cost savings in the design for when it an ammo blowout' but in the end the design is bad and Takashi should feel bad for piloting it.
