Heat is a fundamental in Mechwarrior games; it's a resource that Mechwarrior has to manage very carefully in order to fight effectively. Giving a module that improves on heat dissipation is a big deal, especially if you give a multiplier effect, which under certain circumstances would magnify a Mech's ability to sink heat. That in turn enable the mech to fire more often and hit harder -- which has an immediate effect on gameplay. So yeah, it'd be costly to have any module that positively impact it directly.
Range increment in this MWO game is functionally not that critical. Take a critical eye to your engagement ranges; most engagements are going to be around the 400~500 meter range, with close in work falling within 300m. Weapons that can reach to that range typically have optimum ranges that easily encompasses this (which makes the module irrelevant), or for which 10~15% won't enable it (Med Lasers, for example, will only reach out to ~300m with a 15% increment). Failing which, you can always walk closer... generally.
There are going to be edge cases where it'd be useful, but generally a Cooldown module is more functional than a Range module.

Having tried a Level 1 build in combat (Cataphract) and in testing grounds (a Zeus 6T actually...), it's not so much the weaponry but the ability to dissipate heat buildup. So having such a module that only works for SHS might have a place.

What does that module represent? Improved heat management software? Isolation on the thermal couplers? What?
