The player base is mostly lazy casuals(too lazy to even go into config menus) or people who actually want to win in CW and would never voluntarily remove a tool even if running TS on top.
Did I miss a very large third group that disables it?

There's just very obvious things like a number of the team ignoring warnings that we're being outflanked in large numbers, or telling people where a fleeing ecm mech is and people still going in the opposite direction etc etc I dunno if people are simply ignoring the warnings or not hearing them at all.

Location, target type and component weaknesses are good info. If you want more discipline join a premade.

In short, i appreciate any information people share, but unless someone has been actually leading the PUG (which is AWESOME, by the way) I'm filtering what they say quite a bit. If I know the speaker, that really influences what I do (and how much credence I give them) but there are a LOT of would-be commanders out there with no clue whatsoever.
For example, you mentioned a flanking force spotted. If the bulk of the team is going in one direction, and I split off to meet the flanking force you mention... maybe one or two other players do too. Then we get crushed, the rest of the players eventually meet the other team. We were better off in the murderball.
This is PUG play, as opposed to group play. You need to recognize the times where what your team is doing isn't optimal, but know that changing what they are doing is largely impossible and attempts to do so will only partially succeed and result in a fractured team spread all over creation (the single best losing strategy in a PUG match).

There's this, too. I'm entirely an english speaker, but very often I don't hear what someone is saying - they're drowned out by sound effects in game, they aren't speaking clearly enough for the sometimes low quality, my children are talking to me, any number of things.
