SHP can definitely help distinguish a mech's personality better. Even within chassis, if you consider the Timbie arms. The Timbie-Prime arms' 2 energy slot can be divided into "Medium" and "Small" energy slots (because it carries a 1 CERLL and a CERML), while Timbie-D arms' single energy slot can be a "Large" energy slot (it carries CERPPC). Meaning, if you want to carry a CERPPC on your Timbie, you will need the D arm. Making one slot arm not necessarily worse than two slot arm.

So, logically, the SHP are just being used to get around a rule PGI set for themselves. Seems kind of farcical, since we're introducing a concept that doesn't exist in order to preserve one that does. Either way, the die-hard rule-book fans lose.

If the IIC Mechs do have full IS customization and can use clan weapons/tech, then I see the balancing point being negative quirks, much to the structure and/or armor. In essence to make them glass cannons.

That's self serving clan excrement and you should know better.

Ton for ton clan mechs run cooler and fire farther. The weapon systems are lighter allowing for either MOAR lazer vomiting or MOAR streak boating, and of course the ever so lovely choice IS pilots have to make, do we go for a bit of compensation of speed while sacrificing survivability, or do we put in standard engines and generally run slower than our clan counterparts?

Again, the superior technology of the clans was balanced by the greater numbers of the IS.

That doesn't exist in this game, and OF COURSE due to PGI's having to acquiesce to the lowest common denominator of CW player's attitude of "If my side isn't winning, I'll quit and join the other side..." Clans with their lower numbers have LONG had cbill bonuses ensuring that, at the very least, their CW numbers match the IS, if not far exceed them...
