But when it is "something", it will still be competing against standard queue players/population. The idea that CW is for teams/hardcore is its biggest downfall.
Ideally, it should be replacing standard queue, so that the entire population is fighting towards something, rather than being continually divided… but that’s not happening with its current implementation (edit: and a 98% chance it won't be with future itterations too)

1) it's just team deathmatch with four mechs
- The only real difference between CW and the other gamemodes is that you have four mechs. Other than that mechanic, it's the same
- changing the color of dot just doesn't do anything for me, not with the wait times what they are. It was fun the first time around, but for round 2, I was hoping for a bit more depth in the worlds
- I don't expect a lot of immersion in the other game modes: those modes are more an arena than anything else. But CW should feel like real worlds, lived in spaces. I just don't get that feel. There's no larger price for losing, There's no real reason to fight at all other than grinding, and you can do that faster in the other modes.

Events are good, just not super grindy events that take 8 hours of playing a day to complete. Maybe having bonuses for specific borders to encourage players to flock to those borders and give it some theme?
But when I think of planetary conquest incentives, I just can't picture what they could do to make it really worth it. Bonus C-bills for holding a planet maybe? Price cuts on modules? I don't know...

For cereals though, CW will be something when the community collectively self-applies a healthy dose of Preparation H and gets over themselves.
The community rules CW, and so far NKVA seem to be the only guys generating any buzz whatsoever. Everyone else seems to be butthurt, boring, or burned out on everyone else being butthurt and boring.

I know, if only people just got over themselves and gave Duke Nukem Forever the best reviews and played the game, no matter how cringe worthy it is. You know, to just appreciate that it’s the next sequel in the franchise series and use that to build a healthy striving community…
Lol. But that's not going to happen. The game has to claim some(if not ALL) resposibility for its reputation... Just as CW should.
CW is fundamentally flawed, and it’s directly competing against standard queue for both players, and gameplay quality. No PUG wants to sit around waiting for ages to find a half hour long game, that will likely end in a roflstomp. I know, it’s like that because of the low population in CW and if only people just played CW it would be better. But as I made my point with Duke Nukem, CW has to bring something to the table that grabs the attention of the players, and makes them WANT to play CW. If the long wait times were justified, if it was something beyond the same drop-into-a-match style of gameplay, if the game modes felt in-depth and thought provoking, if…
The list can go on. Standard Queue in comparison is easier to join, play, and more forgiving if you make a mistake. But that's just it - there's a comparison of two types of games within one game. How wrong is that?
My point is, it’s not the players fault. CW needs to up its game. Now, that stil might come with PGI's phase 3 implementation, and when it comes out of Beta, but, as it currently stands... not much hope.

CW's most important problem isn't technical. CW's problem is that none of the self-appointed Good Guys Of The Galaxy could beat the 'villainous' NKVA in a straight fight, and entire factions couldn't stand up to the zerg swarm that is MS.
CW was essentially won. There aren't enough new challengers to keep top teams interested, and the top teams are too far ahead of the curve for average players and units to bother trying. They'd rather sit around in pub queue picking on randoms than pick a fight in CW they know they're going to lose.
The ideal solution is obviously for these average units and players to get over it and throw themselves at stronger opponents until they git gud themselves. But when half the MWO userbase is used to being the Kai Allard-Liao of NetMech or whatever game they played in the 90's, it's unlikely their egos will be able to handle it. The whole thing where MM steals players from your painfully building team to make up numbers for bigger teams is just pants.
Someone needs to explain to PGI how queues work - they are supposed to get shorter the longer you are in them.
PUGs will never play this mode in numbers as long as they play second fiddle to big groups. They should try a solo-only queue for CW - I expect it would be quite popular as you could happily have a First in - First to Play MM.

I must strongly disagree with you here, MUB.
Community Warfare should be a place where a player can go and work with friends towards something that actually impacts the game. (Otherwise, why have a community warfare at all?)
The standard queue is for 3 things, IMO.
New players to learn.
Players to gain the Cbills/XP to advance.
Any player to go and casually play simply to have fun, or test builds without the possibility of costing other players. (Wanna see how well the LRM jenner does? Take it into a standard battle. At least if it fails epically there, you haven't taken a useful slot in community warfare with dead weight.)
I would rather have community warfare go the other direction. I would rather it have additional requirements to participate, 4 Elited mechs, set number of battles, perhaps completing a trial (like WoW does for using the LFG or LFR). This way, when the player enters community warfare, there is a reduced likelihood that he or she is dead weight and costing others a well earned success.
Community Warfare doesn't need to be a leaderboard, but it should be taken more seriously than the standard queue- otherwise, why bother?
As it is, is a glorified 4th game mode queue with no purpose. That is why it is dead by comparison.
