I'm preety shure the front wheels are meant to turn, and its definately some sort of 3050 service vehicle..
Don't think to much about it..
Altho, I have to say, this whole thread is missing the point... Atlas on top of a building... HOW?

If, and that's an if there is some y-bar attachment to this thing, it's not really obvious where it fits in, but yes, you could force fit a solution (though with the wheel arrangement it has, it would not work well at all); however, it would still be a terrible solution compared to a modern tractor trailer setup.
Also, the picture you posted is unclear as to whether both axles are fixed perpendicular to the path of travel, (edit - now I can see it's a conventional steer trailer - the front axle is on a rotatable base). Now, fix the front axle to the frame, and then add more fixed axles on it and throw up a video of it in action. I'd be excited to see this masterful engineering at work.
Four wheel steer trailers often have a steerable front axle, as shown here:

Otherwise, they really wouldn't work the way you want them to.

WOW, I think its cool. I'm more concerned with the obvious screw up with the architecture, those windows and doors, entry ways, more that HALF dont pass code.
And, the ONE thing I've learned about government, they dont undo code...if anything by the year 3050, that thing is probably what carries the code book from job to job.

Lol, havent you seen a tank? THey dont turn by thier front drive wheels either. This thing would prolly turn in mcuh the same manner. One side would stop turning and the other side would keep turning.
