Many in the community always suggest that quirks like these be used on pack mechs upon first release, to curb their impact, and their perceived power. This seems like an attempt at that.
Since most of these quirks give us no uber crazy guns. That means we can work from these, and make decent mechs, without ERLLs that have crazy range, or re-fire rate, or ... etc.

Ghost heat needs to stay, to be honest. Weapon stats do diddly for mechs, too. A lot of the problems we're having are actually with the chassis themselves, not just the weapons. So working from the mechs first is a smarter choice.
