Huh? No it doesn't. The Jager has 4 superior hardpoints over the Rifleman (the arms), while the Rifleman only has 2 superior hardpoitns over the Jager (the two lowest torso mounts). For the first 6 hardpoints, the Jager is clearly superior. It's only if you're actually using all 8 hardpoints on a 60-ton Mech that the Rifleman can even talk, and even then it's arguable because you're talking about the 7th and 8th hardpoints. What are those realistically going to be? A couple of medium lasers? Maybe a couple of small lasers? Basically irrelevant compared to the Jager's advantage of 4 above-cockpit mounts.
A 60-ton Mech is probably only carrying 4... MAYBE 6 primary weapons. If you think you're going to run 8E on a 60-ton Mech... well, good luck with that!

A medium laser is one ton. There area already sample builds even on the OP.
A hardpoint is only good when it's at cockpit level. Putting it above cockpit does it no good because the pilot has no additional advantage but now the enemy can shoot his/her Mech before he/she can see them.
Additionally, all of the hardpoints of the RFL are situated near the cockpit and that's another good thing.
