On many heroes, I would 100% agree with you, the Butterbee is actually in lore so its more like b/c of all the non-lore heroes this one feels superfluous.
As for making heroes "good", that argument leads to p2w discussions ad nauseum (expect an Oxide nerf soon, now that everyone's bought them). You are basically paying for the ability to boost your cbill earnings, leave it at that.

The Mad Dog is almost certain to shrink; it's very large for 60t. See also: Quickdraw. I'd basically expect all the 60 tonners to shrink pretty noticeably.
