I'm actually going to step up and state that (as far as I'm concerned) Long Tom is TERRIBLE for a PvP environment. Regardless of whether a faction is actively scouting to achieve or deny it's activation, the fact that the players it affects have no control over whether it is or isn't deployed during their match means they are victims not players.
Yes, once the LT has been activated the sensible option for any player on the receiving end is to stop playing the Invasion mode and spam the Scout mode until it is deactivated or (more likely) the Invasion defenders dry up and the attackers ghost drop the planet to 100% anyway.
However the reality is that PuG/solo/Freelancer players will continue to answer the Call-to-arms for the Invasion defence, to then face the might of the mini tactical nuke, AKA Long Tom. Then they will either come to the forum and complain loudly (I hope) about how unfair the system is. Or more likely, will simply not drop in FP again and for the true casual players with no real vested interest in the IP, simply uninstall.
It is THAT bad of a game mechanic in my eyes.
I am a gamer, I play games to have fun and having some RNG uber weapon either kill me or a swaith of enemies is NOT fun. I would rather know I lost or won due to my enemies or my own skill (or lack of

). The current representation is the TT equivalent of your kid brother randomly throwing bricks onto the table every two minutes, amusing the first time but induces monumental rage very quickly.
