The stalkers by and large aren't very quirked. Only three of the six existing variants have any engine quirks. As to the blackjacks, one of the existing variants has an AC/2 specific quirk so this one having a S-SRM2 cooldown quirk shouldn't be unexpected given the lore build for the variant. The loyalty mechs last year weren't particularly overwhelmingly quirked either. Most of the appeal to these variants are the cbill bonuses, the exclusive camo/colors, and the new hardpoint variations.
And yes actually...ECM capability in the heavier weight mechs is why they're less quirked. The Hellbringers can all be setup with ECM thanks to swapping omnipods so none got quirks. The Cata 0XP and Atlas D-DC have generally lesser quirks than their brethren.
As to no one using S-SRM2s... actually a lot of us do in fact use them on IS mechs. Several of my assaults and heavies run them. They're perfect as a low heat solution for dealing with light mechs when actually hitting them is the goal. My cyclops Q has quad SRM6s for pulverizing slow things, and triple S-SRM2s for hitting fast things. Nothing is gonna stop someone from putting quad SRM6s on this blackjack... they're merely doing so without any extra cooldown bonus.
