Said it before I will say it again:
If they were interested in improving game play they would do as the OP suggests...small iterative changes to core game play mechanics. Improving game play is not what they are interested in however.
Rather, what they are interested in is making game play feel different, ideally VERY different than what the player base is accustomed to. In fact, they want the game play to feel completely new. Why?
Because when you are playing a "new" game you tend not to complain about a lack of new substantive content. Messing with these known mechanics is within PGI's skill set. Giving new substantive content is not (hey, how's the new assault mode coming?).

There should have been a huge PTS event for the last three weeks, so as to get more feedback, etc. Running events on the live server non-stop since PTS came up is the opposite of asking the community to give feedback.
