Tons of arbitrary number jumblin', rebalancin' things that aren't an issue on live, and introducing new mechanics that break that fine balance that took so many years (allegedly) to achieve.
Wouldn't it make far more sense to not change any mechanics besides having energy draw visualize the current values for ghost heat, and provide the values that generate ghost heat on the weapon stats?
If balance and short TTK are a concern, I think that would be better addressed at a later point instead of spoiling a solid potential implementation of a visualization for ghost heat.

To add insult to injury, you can fire 3 cLPLs now. Eat the GH penalty and you still have a very similar heat efficiency to the PTS. All while having much better damage per tick/alpha.

At that point, you are better off running CERLL on the PTS due to the buffs, instead of using the CLPL altogether.

I am runninf 3LP on my highlander IIC, with 2xUac10 and a lrm 15
firing 3LP at the same time gives me 42% heat, but can't fire them in sync with my Uacs
Even with chain fire, I can't fire simultaneously.
I can get away with 2 lrgpulse alpha's but will run too hot to use anything else and I will leave myself vulnerable till i cool down.
You can, but it just depends on the player to make it work

And while we're at it, PGI needs to drop the idea that pulse are for DPS. That's not their forte. Their forte is dumping the damage quicker. Focus on that.
