The problem with that statement is that noone is really complaining about it, unlike the KDK-3 (which needed said nerfing).
So, your logic fails here.

Not counting my Summoner B's I've got 549 drops in my Summoners.
Of course high mounted energy hard-points help the mech.
That is a given everyone knows because high mounted energy hard-points help any mech.

General statement:
Summoners are no more OP than Hellbringers, but they are harder to use, per se, than Hellbringers due to not being able to carry hardly any weapons.
And someone wise once wrote, "having jump-jets in your mech that you never use is like having an ER Large Large Laser in your mech that you never fire."
So...you're kind of forced to use one play-style.
It seems that some folks just don't want the Summoner to have high mounted energy hard-points.

They're are three types of mechs.
Good, strong mechs.
Mediocre and therefore irrelevant mechs.
Weak, terrible mechs that are garbage.

Yep, me, hater-general of the balance godwins law hordes, saying leave this one summoner build alone.
The thing has been a card carrying member of Team Trashmech since day 1 of its release.
The Dragon 1N got months of overquirked AC goodness. Let the Summoner have his run, he's earned it.

Only problem is the 1N isn't locked behind a paywall, unlike the Summoner torso mounts. PGI should release the Summoner-F and M variants for C-bills, and then it's equal opportunity jump-snipe goodness.

Ahuh, so I'm just a whining ignoramus, when I'm basing my claim of the Summoner being OP on my own performance in the mech.
Shouldn't you be accusing me of cheating because of high K/D or something?

I'm pretty sure that the moment those variants are released for cbills, there will be a lot more people saying the mech is OP.

Yes the new pods opened up some diversity in builds and improved old ones. Hopefully the pods will be available to everyone in time.
The summoner is still hamstrung by locked in jump jets, low available tonnage and low arm mounted hard points. Yep there is a nice duel PPC build that tries to migigate these weaknesses and play to its mobility strengths but to call the summoner OP is a bad joke. The summoner is finally in a place where I might actually use it and not fell like I'm doing the team a disservice over taking a hellbringer, timber wolf or similar.

I would like to play with those nipples before they get nerfed
Though, it is interesting to see the opinions of the unwashed masses

It always amazes me how quickly people jump on the forums to plead for PGI/Development to nerf various elements of the game. It's sad really. 99.9% of the time, it's due to potato math using simple averages - In my opinion at least dev. intervention is a big deal, yet literally every other day there are calls for a different mech that's "super OP 1337!!!!" to be nerfed. In this regard, thank god PGI doesn't listen to the community.
I don't know why I bother to keep responding to "XYZ is OP plz NERF AT ONCE!!!!one!!11!", yet here I am.
"The Summoner is OP and needs to be nerfed" - LOL
TRUTH +1

It is no surprise when many of the top mechs have them..
balance the weapon with out the velocity quirks.. Add cooldown and heat, to increase DPS on under performing mechs.
that said, with skill tree this is all getting revamped, so i can deal for another few months..
If machine guns are a good first(?) example, then they are starting to tone down quirks. For underperforming weapons and adding the common quirk amount to the weapons directly. Might make er/ppcs useful on non quirked Mechs if they do the same.
