I think it would be relatively easy for PGI to do as you say first off just group all pugs/casuals into 12 man teams VS other pugs/casuals teams IS vs Clans easy enough done.
Then for teams just leave it IS VS Clans and group and fill team queues with any amount of grouped players up to a 12 man on each side teams would just have to organize there group sizes in even numbers like a 2 man,4 man ,6 man, 8 man 10 man and 12 man. that's not that hard for PGI programmers to do.
Them in the Team only queues it all adds up to a 12 man group no matter if its a a 12 man premade or lets say a 6 man + a 4 man + a 2 man of the same IS or clan side.

(You're also ensuring those pug players will never be anything, at all, but terrible at the game.)
I disagree if a pug/casual player wants to be on a team and play hardcore mode just have a global Social lobby for everyone in MWO so teams can open chat rooms recruit new players train them in private games just like we used to do in MechWarrior4 and the MSN gamming zone. I don't see how this is so hard for PGI to do ether pretty simple really.
