Still doesn't take away from the fact that the Kitfox is a bad mech and needs all the help it can get. They should keep the ROF quirks on terrible mechs.

Soo.... XL IS engines cant survive torso loss like clan engines because of XL and Standart Engine balance.
But its completely fine for clan that xls obsolete standarts.

This statement from PGI really says it all. There is zero hope for any meaningful IS-Clan balance when its clear for all to see that the decision makers are blatantly biased towards the easy mode end of the spectrum.
PGI really has reached a new level of limp wristedness.
some 12 year old throws a tantrum screaming "I'm ENTITLED to my sh1t being better then the other guys" - pgi rolls over like a dog.

The WHM nerf will have an impact though. SHC nerf not so much, because the mech is already irrelevant.

Well the summoner is in that awkward place where it is both the chassis with two of the strongest builds in the entire game, the poptart and the brawler, and at the same time rarely seen.
The explanation obviously being that the best iterations of both builds are using the loyalty pods that relatively few people have, and that heavy mech srm brawling is kinda nich and not something you would bring to uncoordinateed quickdrops or as a staple in your FP dropdeck. It doesn't change the fact that these two builds are extremely good, but it makes it awkward to balance and analyze.
Summoners are rare in casual circumstances for sure, but I'm not surprised at all when I see large numbers of them in organised groups doing brawling or jumpsniping.
The Warhammer is the opposite, it's being punished for being the best heavy the IS have, disregarding the fact that the IS doesn't have ANY heavy that can match the best clan heavies. You see a lot of warhammers in FP, and that's probably why it's being nerfed, but it's kinda ridiculous.
PGI seems really oblivious when it comes to contextualizing their data.

Why....why do you think SMNs are so rarely seen?
Granted, I'm not a comp player (interested but honestly not good enough ...without proper training), but know SMN's good at poptartin. That being said, in QP (or FW) it doesn't shine as much as it probably could...or should.
And how can it be a 'chassis with two of the strongest builds' when (as stated by pretty much everyone), "anything the Summoner can do the TimberWolf can do better."?
And because it has a few strong builds should not mean it needs to be hit with degrades. If that was truly the case, all metamechs.com tier 1 meta and comp tiered mechs should be, right?
No, that's the solution. IMHO.
