PGI wants players to play this game? Then they should fix their game first, cuz players won't magically start loving it - something should be done to make them happy.
1) Matchmaker - dead loop feature. Bad matchmaker - players quit, players quit - even worse matchmaker. Yeah, problem won't be instantly fixed, but first we should fix PSR. If my performance is lower, than average - my PSR should drop. This simple fact, that it doesn't, despite of my performance, being 50-70% lower than average, already tells me, that PGI treats me like a fool - no reason to play such game. Matchmaker should be smarter - there should be anti-lose-streak protection or something like that. If player loses to many game in a row - then something is wrong with his rating. Faster adjustments should be made.
2) Map/mode design. First thing to do - disable "bring terrible map" system. Players hate certain maps for reason - because they're bad. Forcing them - worst idea. We have voting in this game for reason - to allow players to pick map, they like. Forcing certain maps into rotation - effectively removing players' ability to choose. Sorry, but I won't play game, when only 4-6 worst maps are in rotation. Therma, Polar, Alpine, River, Forest and may be Crimson and Frozen? No Canyon, HPG and Mining for ages? No way! 2 bad maps in a row = game over for me for today. Second thing to do - bring back old good maps, such as old Frozen and old Forest. Third thing to do - make new good maps.
3) Balance. Lights shouldn't be best brawlers in a game, Mediums shouldn't have as much firepower, as Heavies have, and Assaults shouldn't be viable only as LRM boats, due to being extremely fragile. When you have some benefits - you should also sacrifice something else, cuz otherwise other players won't be able to counter you. If Light picks long range weapons - he should be slow for example. You just can't be fast, small, have good survivability, firepower and range at the same time. It cheat. And it's nonsense.
