Stop Asking People To Keep Their Locks

Fyi, I occasionally lrm boat and I spot my own targets. You hit more missiles that way anyway. And of course I fire indirectly as well.

Though, very occasionally I'll take out my HBK-4J (only LRM 'mech I have) and might troll the chat with "LRMS HERE PLZ HOLD LOCK".

1) And how one can mitigate that? Let us see...

Moar hmmm
Oh, I know.
How about using your lights to flank the enemy from the side or the rear and remain out of their LOS or an ECM mech for that purpose?
If the spotter spots the enemy and remains in their LOS, he is a bad spotter and soon to be dead spotter.
2) Now seriously - do you really give a damn about LRM boaters and their whims knowing how many of them there are in solo queue behaving like headless chickens?

Am I going to run into the enemy team gung ho to get a few locks for my lrm teammates? NO. If i get in a skirmish fight 1 on 1 or or 1 on 2, you can bet to high heaven that I am going to target that mech with R and hopefully my teammates will help me out with some lrm support fire.
You would be amazed at how many people don't use the R button to target mechs when they are fighting. It's a good practice to get into and it helps everyone on your team with enemy locations, their health, etc. If you aren't using the R button in the game to target enemies, you are doing it wrong. If it helps lazy lrm teammates that can't be bothered to get their own locks, so be it. Don't do a disservice to the rest of your team just to spite some lazy lrm guys. Use the R button and help everyone. Be a team player in a team game.

Team Intel.
If you are getting jumped by an enemy unit early, getting a lock helps allies tell what is jumping you and determine if you need assistance and how much.
If your team is searching for the last enemy and you found him, it is actually rude to no lock the enemy so others know not to search in their areas.
Lock also allows allies including non-LRM users to know what loadouts an enemy is running in case you die and they have to face it.
Plus what Ukabix said.

Don't get me wrong, I know there's a LOT of people running LRMs that don't do so well. Firing from the extreme edges of range, not moving with the team, not changing targets or adjusting position when they've already slammed a couple hundred missiles into terrain, no backup weapons, etc.
I tend to run LRMs if I'm in the mood for low-impact fun (the hardest part of running an LRM boat is usually tactical positioning, which you have to worry about regardless of build anyway), or if the solo queue has been a particular lump of moronic crud for a few matches in a row. And when that happens, I run Hilda and just wreck people's faces.

People who don't have a single clue about playing as a team.
And the very same one's will whine about pugstomps in FW.
No one expect you to stand there in the open and get whacked for them.
At any rate.......

Quite bluntly put, because a lot, and I do mean a LOT, of players don't lock targets AT ALL.
EDIT: And while on the topic, I stopped asking for locks when running an LRM boat a LONG time ago. Because the people that don't lock? Yeah, it doesn't change their behavior. And some passive-aggressive smacktards will go out of their way to NOT lock because they're afraid the IDF support sandblaster will steal their precious kills (little hint to that crowd: learn how to use your pinpoint weapons and it won't be a problem).

NARC and TAG are spotter weapons, not IDF support weapons. Very few IDF mechs are fast enough to make adequate use of both. Ideally, the Griffin could mount 3 LRM packs, and jump snipe with the NARC.
