The problem is, the "
brawling" crowd wants to simplify the game and remove '
anything' that complicates open brawling: i.e. Streaks, LRM's, ATM/MM's, and especially, Strikes because it ruins deathballs, NASCAR's and the 'me see, me kill !' mentality.
The brawlers have been nick-named:
Grundy's..... (new player humor and we think their mechs must be painted a pasty off-white color).
If "Rock-and-Sock'm-Robots", in a small arena, is all the
Grundy community wants, well, that will be short lived and unprofitable to PGI because they can't sell mech packs what have nothing to so with brawling, now can they??? And, if they focus on Arena mech packs, you end up in the "is OP then nerf'd" cycle and that won't work either...

another great idea but is stalled on the concept of balanced teams via-a'-vis
