crits aren't fun for the shooter or the shootee
You can't even tell if you're critting heatsinks and you can't tell how many of your heatsinks are destroyed if multiple are at the same time.
Also it does nothing to a mech that never looses its armor so why bother
There is no such thing as a mech that never loses its armor. Especially among the mechs the Clans can bring.

The PPC...is one of the best weapon systems for clan mechs at the moment you mean? Did you miss how dominant the 2 PPC Summoner was and still is? Or the PPC Warhawk? The meta of the game has already shifted towards UACs and LBX and QP is just really slow to catch up. When you watch the best players play even just solo queue, you notice they tend to not favor pure laser vomit, even when just coming up with a new build on the fly.
Think of the most Meta Clan Assaults in the game. Think of their most meta builds. How many are actually pure laser vomit? The standard Death Strike is Gauss Vomit. The Mad Cat Mk. 2 is a pure Dakka build. The Dire Wolf is mostly taken for ballistic builds.
Now, it's not as if I'm trying to argue that Clan laser vomit is bad. Definitely not. Or even that IS laser vomit is better. That isn't true either. It's just that Clan laser vomit isn't a one true sole defining feature of the meta.

I'll believe that UACs are better than word on the street says they are, but I'm pretty skeptical about that LBX claim. I mean, of course stuff like the SRM + LBX Scorch and Orion IIC have been great for a while, but those aren't pure LBX (the SRMs do a lot of the work).

The LBX is admittedly more specialized and you're less likely to see it in queue so much as comp and 1v1. But what's keeping it back now is less its inherent effectiveness so much as the general difficulty using brawl builds in solo queue (aside from something like the 8xLBX2 Dire Wolf).
The LBX + SRM builds have also shifted a bit such that the LBX is now actually a bit more important than the SRMs.

The best you could accuse me of is being a time traveler from 2017 considering how prominent PPCs were in the 2017 MWOWC. Even if you ignore that, they were even more prominent in 2016 MWOWC.

Its typical for most people to not notice the difference between the game and championships, but that's because the lack of intelligence to put it politely.

If their trying to balance heat due to laser vomit cutting the heat cap to 30 or 35 would fix those 100 point alpha's for good. Then boost the dissipation rate of all heat sinks with DHS actually having 2x dissipation rates of the single heath sink. Would also be a better fix for the broken Ghost Heat/Heat scale we have.

Consistency is also a likely factor
There's a chance a UAC build will be worthless for ~8 seconds
LBx will always perform to a certain degree. The only RNG being bonus damage from Crits.

IS mechs generally take LFE now unless they are Lights. Standard engine only for builds with large ballistics in torsos. The penalty for taking a lower engine is far lower now after engine desync.

And funny enough they can absolutely get away with running an xl just as they could for sometime now. Part of the reason the wolfhound is still the best light in the game.

That time change is absolutely noticeable and makes using the weapon not even worth it in some situations.
