Maybe have limited merc contracts available in terms of mech quota (numbers of mechs) per faction.
For example Clan Wolf/Davion need 1000 mechs this cycle and Jade Falcon/Kurita need 500 mechs this cycle.
Make it on a First in First out basis.
Once the quota is used up no more contracts available for that faction till next cycle.
And if a faction is overloaded maybe no contracts would be available next cycle as well.
The large units will take the majority of the mech quota perhaps but their will be a point where this isnt possible due to say only 50 mechs left on the quota and this will get filled by the smaller units.
Some contract would not be available to larger units simply because they are too big for the quota available.
Such a system whether workable or not would reflect the fact that mercs take contracts AVAILABLE on MercNET Outreach not create them.
I mean if a contract is not available you can't take it can you.
When you allow merc to change sides willy nilly functionally thats like creating contracts out of thin air.
So with a quota system faction may get a few super big units due to mech quota or a faction may get lots of littler units and every thing inbetween.
Just thinkiing it may help with lots of large units stacking one faction.
