One thing to keep in mind is that MWO runs on a poorly optimized version of CryEngine. As such, it leans just as hard, if not harder, on your CPU and RAM. I do ok with a GTX 750 Ti, with a 3.5 GHz hexcore, and 16 gigs of RAM.
A quick search says that my CPU is a bit faster than yours with 2 more processing cores, and our graphics cards have different strengths in regards to RAM, speed, etc. (which makes a direct comparison a little tricky for me, I'm not a huge tech-head). But I do get equal or better FPS than you do, and at higher settings. Offhand, I'd say you'd need a new CPU to get better performance. If you upgraded to a CPU comparable to what I'm running I wager you'd gain at
least 10 FPS at lowest settings (and likely significantly more).
Also, I will bring up the fact that high FPS is generally only relevant to the competitive crowd. Once you get past the 20-25 range you're in the zone of diminishing returns (especially for a game like MWO, where the action isn't as fast paced as other shooters). Part of this is due to how the human eye works and the way the brain processes information. The eye responds fastest to high contrast changes in brightness (this makes the black and white thermal display better, provided you don't lose any FPS swapping over to it), and the brain uses a lot of memory and prediction to fill in blanks in perception (practicing memorization and analytical skills
might help, but this is purely conjecture on my part).
