Except ... is it? ... Example: PGI promises you an express delivery of pizza directly to your front door, so you make an order. But then instead of delivering they tell you that they will maybe deliver your pizza in a few weeks to a post office that is several miles away and that your pizza will not have the ingridients you've payed for either.

Getting a pizza delivered from one store is no different to getting it from another as long as that pizza is delivered.
If it changed from a delivery to a pickup, that's a different case. But it's not. That pizza is still being delivered.
What ingredients of the pizza are not there?

And sure, they offer you a full refund that you can claim in a bank you never use ... but the thing is, for months they've had your money and used it, i.e. they've taken an absolutely free loan from you and given you nothing in return except big "FU" statement.

Horse-pucky.
Pre-ordering the pizza when they advertised it is the same as ordering a pizza that is out of stock and needs to be made. If you wanted the pizza, you would still order it.
In the mean time they provided garlic bread, some fizzy drink and a dessert to enjoy which came to about an equal or better cost than the pizza anyway so either I'm getting something for free or everything was half price and I'm just waiting on that pizza to hit the store and get delivered.
At this point I have lost nothing but gained, used and enjoyed several things for free.

They do, because thanks to apologets like you they can get away with it with little to no reputation and/or finantial damage.

No, they don't.
If that pizza never got delivered then a refund would be sought and the appropriate feedback provided.
If the cost of that pizza was sufficient to warrant further actions then those steps would be taken and a more public statement made particularly if it appeared the situation was more wide spread with multiple consumers not receiving their pizzas either.

The chance to get the refund for the pizza has been offered only because it is being delivered from a different store and taking longer. However, if you are prepared to wait you are still going to be provided with a pizza at the end and it's still going to taste the same.

A dev said they were going to release on steam, and released on steam and that's a celebration?

I'm assuming if a dev says they're going to release on Epic the OP will celebrate this and immediately purchase it since the dev's did what they said they would do.

Whole thing is silly, the sooner people grow tired of it the better.

Let me try adding an analogy to this mess, and see if this makes it a little more understandable.

There is a new car coming out that you REALLY want. You want it enough that you pre-purchase it, and part of the pre-purchase description says that there are 2 well known dealerships who will be providing the end point of sale and service for the vehicles.

Now you find out, that not only has the delivery date of the vehicle been pushed back, but the manufacturer has decided to only allow a single dealership to handle delivery and future service of said vehicles. A dealership that has a poor reputation, and has made headlines multiple times about how badly they have screwed up. Such screw ups as incorrectly running a sale, and then going with a tow-truck to repossess vehicles that were paid for in full.

You are left with a choice on your hands. Do you want the new vehicle so badly, that you are willing to deal with a dealership that makes most sleazy used-car lots seem reputable, or do you decide "I can put that money to better use on something else", and get a refund.

I myself made the decision to not deal with the sleazy dealership, and will instead wait a while till a more respected point of sale is available.
