I was hoping it'd be like the loyalty program last year with drop-down menus, and the option to nab some Legendary quirked mechs that I normally wouldn't be able to get my hands on - any word if Santa's going to include some of that later this year?

Why? This US$70+ Ultimate Mech Packs is still the bread-and-butter revenue income for the foreseeable future.
1) Reward: one (1) mech of any choice from 2020 Annual (Loyalty) Rewards, including the (L) Loyalty mechs.
~Includes the STK-3FB(L) that others (see above) already want, and they have already bought Ultimate mech packs accordingly. [Discliamer: I myself already have STK-3FB(L), so I have no hidden agenda.]
2) Requirement: buy any two (2) Top-Tier Collection (IS or Clan Ultimate Mech Packs).
ie: requirements same as 2020 Annual (Loyalty) Rewards.
3) Reason:
This 2021 Annual (Loyalty) Rewards Programme may have single-handedly destroyed any motivation for MWO veterans (already have a lot of Hero & Special Mechs) in buying anymore Ultimate Mech Packs going forward for 2022 / 2023 / 2024 / 2025 (get the idea?).
I would suspect that in the longer term, this US$70+ Ultimate Mech Packs would still the bread-and-butter revenue income for the foreseeable future, should this US$70 Ultimate Mech Pack price structure remain unchanged.
As for the recent 4x Booster Packs, I would suspect that only US$20 Warden Booster Pack (MW2 camo/warhorn nostalgia, & DWF-C(S) with ECM CT +30% CBills bonus) would have significant "must buy" type of sale volume.
4) Therefore propose:
"Ultimate-Plus Reward" as above, for this 2021 Annual (Loyalty) Rewards.

This said, I'm all for at least one tier that allows you to pick from old Loyalty rewards. That is how I got a bunch of (L) mechs the past two years, nothing wrong with letting people catch up on ones they missed.

I think it's even more likely though that they won't give it any extra hardpoints. PGI counts ECM as being an enormous benefit, so I think it's likely that they'll believe four energy is fine.
Edit: And really, I'd still be really excited to try out an ECM Urbie even if it only had 3 energy hardpoints. You can never have enough trash-cans, and one with a feature that the others don't have is even more desirable. Now all we'll need is a new hero urbie with masc, just for the laughs.

The most recent example:
Existing TDR-9SE, with 7 weapon hardpoints (5xEnergy, 2xMissile)
Stryker Pack TDR-10SE with ECM, with 6 weapon hardpoints (5xEnergy, 1xMissile).
I personally would suspect that ECM UrbanMech would lost "one" weapon hardpoint count.
The only question is, what weapons-type hardpoint would it lose?

We're basing our guesses on the lore in Sarna. The UM-R80 has only 4 energy weapons in lore and we're wondering if it will either stay at 4 energy, or if it will get an extra weapon hardpoint of some sort. I cannot see PGI actually reducing the number of hardpoints as they have never done that before and it would break the stock loadout.
As for the TDR-10SE, it actually got one extra hardpoint over lore. It only has 4xEnergy, 1xMissile in Sarna. So this example would actually support the idea that PGI might add another hardpoint to the UM-R80, not that they might remove one.

As per the post, you do not qualify for rewards by purchasing a gift code. Whoever redeems those gift codes DOES qualify.

I think they wrote it as if the most common case was somebody straight purchasing the pack for themselves, as that is probably the more common case. The gift code case is likely less common, so the note at the end serves to clarify that special case.

2. Any purchase in the "Gift Store" generates a Redemption Code by email back to the purchaser:

MWO always mark the account redeeming the redemption code as the account that actually enjoys the benefits.
Hence Annual (Loyalty) Reward Programme counts the account which redeemed the gift.
3a. One cannot buy New Player Pack (Inner Sphere) from the "Gift Store".
Believe me, I myself asked for this feature, but it was never implemented.
Hence one cannot "redeem the code" for New Player Pack (Inner Sphere); it's not possible at this time.
3b. Actual experience from Christmas 2020:
Buying the "Vapor Eagle" Ultimate Pack is not the same as buying the "Vapor Eagle" pack from the Gift Store.

The "Vapor Eagle" Ultimate Pack also gives you 60 days active Premium Time, Warhorns, Hanging/Standing Cockpit Items, Title/Badge. The Gift Store purchase for "Vapor Eagle" does not yield these goodies.
This suggest that to MWO purchase mechanics, the "Vapor Eagle" Gift Store purchase may not be marked as Ultimate Pack.

It kinda is:
1 ERML in each torso section, so RT/CT/LT each get an energy hardpoint.
4 HMGs in each arm, so RA/LA each get four ballistic hardpoints (probably, the machine gun array doesn't exist in MWO)
JJ distribution is 2 in each RT/LT/RL/LL.
Quirks will be the interesting part about this one.

The aim of the annual rewards is (IMO) for PGI to recognize those players and customers who use and support their product, in this case, MWO.
The structure of the rewards allows PGI to reward everyone who has played their game for a given time period, and goes on to offer further recognize & reward to those who have spent real world currency on their product.
I am sure there are others out there in a similar position as myself and the actual amount of packs purchased is beside the point, but in this case, I purchased several qualifying packs which I then gave away as gifts. But whether it was one pack or several, my *purchase* should be no less worthy of recognition than another *purchase* which was then redeemed by that purchaser.
I honestly don't mind if If they want to reward a player who simply redeemed a pack they received without purchasing it; more power to them.
However, I spent as much for each pack, as everyone else. If the goal is to recognize and reward customers for spending money on qualifying product - then PGI needs to fix the Prime Rewards tier to account for *purchasing* said product, regardless of redemption.
