Heat means that clan mech need to use coolshot while Inner sphere has space for UAV
UAV will be the tool to find ATM mechs , the Inner sphere need to use scouts to launch the UAV
Clan will instead of UAV have even further range on their tag lasers. The 1 ton 2000m and the 0,5 ton 1000m
This put one role into scout, skirmish while clan mechs are put in back row by having better tools for direct line scouting, thhe inner sphere gains the indirect scouting UAV , the clans gain coolshot instead of UAV and any player can use both sides as they wish.

Plus, when playing a Quick Play, you can never never know if your opponent will be IS or Clan.

You are actually not talking about the MWO as is currently. You are posting your ideas how MWO should be changed. Do I understand you correctly?

If clan mechs feel hotter it's because they have higher alphas, so they are able to turn heat into damage quicker which is an advantage not a disadvantage.
You can test this by for example building and comparing two laser vomit mechs with comparable alphas and range. Like this EBJ and this WHM. As you can see the WHM has significantly worse heat efficiency despite being 5 tons heavier. The only reason you might feel a EBJ laser vomit is "hotter" is because the EBJ is typically built for a higher alpha like THIS and the WHM for a shorter range like THIS, but even then the EBJ actually runs cooler than the WHM.
Basically "clan mechs run hotter" is a nonsense meme that has never been true.

Clan Mechs have one big advantage: Smaller Double Heat Sinks.
Their DHS can be placed in legs or in Center Torso, while IS DHS can not.

I mean, it's not TOO far off: It served as a basis for some of the original Lore, and can draw useful parallels for what Battletech (and by inclusion in the universe, MWO) depicts, or should depict:
Clans/Germany: more advanced tech, fewer numbers, both reliant on Blitzkrieg type warfare (as proven in the battles of The Bulge and Tukayyid), both with crazy notions of "blood purity"
IS/Allies: less advanced tech to start, with parity or superiority towards the end, vastly superior numbers, perfectly willing to use feints and bluffs to their advantage, anyone who can fight, should fight (I know racism was still an issue in 1942, but it was overlooked by 1945 for the sake of getting the war won).
Further: TRO 1945 exists.
