I do not think that this is quite the same thing. Any player can read the ECM Suite description and although such description is not absolutely detailed, it gives some good idea what the ECM does. But you do not find "Instructions for the user.cfg editing" in the Mechlab or in the Settings. How is some average player (who is not interested in the game documentation and visits the forums only infrequently) supposed to know that such possibility exists and that other players use it to remove certain map elements?

Yes, if you are experienced and you know what you are looking for and even then not always.
But imagine some average player who plays just to have fun: He equips his 'Mech with ECM (or maybe Stealth armor), applies map appropriate camouflage and stays outside the detection range of enemy 'Mechs. He moves through the non-transparent vegetation, thinking that he can not be spotted, because he did everything he should or could. He can hardly expect that some other player with the edited game client files can see him as clearly as an ant on the table.
I am just going to wait how PGI will handle the situation.
