I know the charger is one. I am especially interested in the heavies.

Go here:
https://mwo.nav-alpha.com/mechs
Now click the buttons in the upper left to show only Heavy and Assault. Now start entering a speed in KPH. For most clan mechs what you get is the maximum speed it can do with the engine it has equipped. For inner sphere mechs or "IIc" clan mechs what you get is the maximum speed it can do with the largest size engine it can possibly equip (at the expense of weapon and armor weight).
And you can toggle for mechs that can equip MASC, which allows them to exceed this amount for short periods.

Clan mechs are generally faster, but more fragile...
Also look for MASC option!

Fast Assaults 87 KPH (or faster)
Zeus Skokomish w/MASC
Charger
Gargoyle
Hatamoto-Chi
Victor
Honorable Mentions (Not quite 87 but still high 70s or low 80s):
Executioner (hits 90Kph while MASC is on, otherwise 69kph with it off)
Warhammer IIC
Marauder IIC
Battlemaster
There's more in that list, as IIRC the Awesome hero has a 400 engine cap but nobody likes that mech :*( .

Linebackers are extremely quick by default, too.

Being able to put in a 400XL doesn't make you fast
Being unable to put in a 400XL doesn't make you slow
Another angle:
Being able to put a 400XLdoesn't mean you can fit weapons
So having a big mech with big guns is slow but there are 'fast' version, like the BAS with 3UAC5 and 1 UAC10 is a 64KPH ECM Dakka boat or the MCII with a similar build but slightly smaller engine?
If we just compare IS assaults the massively heavier weapons makes speed less of a thing so that is why I listed these clan mechs
Fastest laser builds for heavies would be CHP or a big XL black knight or even the LBK with 6 mpl or a hLL mix or HLF with SRM and lasers
Then again that is shorter ranged lasers, about 200-500m
Fastest laser vomit at Stricktly 450m? or at 800m with a few cERLL?

There's no confusion about fast, but that wasn't the question.

Charger(s) get 10% speed buff so with XL400 that is roughly 92KPH (my maff might be wrong) at 80 tons.

On the clan side it would be a Hellfire with an XL360 + MASC, or a Linebacker.
