Actually no, its not at all.
As to the effect, smoke effects in many games cause performance issues so yes it would have to be able to be turned off or just not put in at all.

I dont think Jumpjets should be an instant smokescreen.
I imagine the truth of the matter will be that this kind of effect may be outside the performance envelope that they are shooting for. So we may not see it.

There are certain effects that just plain should not be allowed to be disabled (Hence minimum specs) Smoke, and debris clouds are there for a reason, to obscure.
I'd like to see short duration clouds caused by jump jets, something that dissipates quite quickly.

Before I'd have that in game, I'd rather have no jump effects at all, or at least I'd want to be able to turn them off completely. Because the "brown-out" adds absolutely zero to the gameplay by itself. All it does is cause an eventual additional LoS blocker which won't matter for other sensor options. I think I could live without that in favour of fluent and less laggy gameplay.
