why would giant walking vehicles have things like heads or hands?

Both have roles,and even more so if the team each is on is functioning properly. With the variants availbale for the Atlas, many of the concerns regarding the short range problem is removed. My favorite is the Atlas

Hands are for hauling stuff. Mech hands can be built with very sensitive actuators; the lore depicts pilots using their Mech hands with the same precision that tricky modern construction workers use to pick up and move delicate things with their heavy equipment. Check you tube and you'll see what I mean.
The Jenner or atlas are hard to choose between because you don't know the situation. Are we talking a zombie apocalypse? Because, if so, then I'd really want those Atlas hands for construction and agricultural purposes.

I don't like close in melee mechs anyway so I don't like the Atlas. I would take a Jenner, load it up with ECM, a NARC and as many SRMS as I could carry along with some LRM missile packing pals and we would pummel the Atlas into dust.
The thing with huge mechs like that is that they are like pill boxes, they just can't avoid fire to well and they're setup for short range fighting. If I had an Atlas, I would set it up completely differently, but then, it wouldn't be an Atlas, it would be something else like a Fafnir.
