News flash, they are very different games, and all light 'mechs (really mediums too for the most part) were useless in MW4 online play.

First, like I said earlier, this thing looks a lot more like a Locust than the Flea (which means it looks significantly better than the original Flea ever did). It's a slower Locust that has all energy hardpoints.
Second, the FLE-17 uses EndoSteel and MASC.
Third, as of "now" (the in-game "now"), and even into launch of this game, Fleas using these "recovered technologies" (the FLE-17 described in TRO3050) are being produced by Earthwerks Incorporated exclusively for the Wolf's Dragoons (TRO 3050 was "published" in 3052 according to the text in the book). Apparently the "standard" version of the Flea had a pair of Machine Guns instead of MASC and standard medium lasers instead of pulse lasers and EndoSteel, making it literally a slower Locust with more weapons.

In the right hands (typically not mine, unfortunately! ) Fleas can do a bunch of damage. They're small enough that they're hard to hit, providing that the pilot keeps moving. In MW4 I used one to take down a Daishi by staying close to his legs and circle-strafing! The pilot was severely ticked and started calling for his team mates to "Get that @*#&@# off him.
