Your excepts from the TRO's contain a few words, which you have taken to mean rare. The specific word used in the TRO 3039 was "moderate", as in, a moderate amount.

Adjective: Average in amount, intensity, quality, or degree.
So an average number of 733's were given to and fielded by the DCMS during the war of 3039, along with a smaller number of original 732's. This in no way implies rarity on the field.
TRO 3050U says relatively few were given....relative to what? If we assume relative to the average mech, then by definition the 2 canonical sources conflict. Unless TRO 3050U is referencing the original 732 model, which went back into production in the 3050's. Hmm, that strangely makes sense, let's look deeper.
TRO 3050: http://www.masteruni...rce/Details/231 Scrolling down through the list of mechs on which information is provided in this book, we see it's the 732, with a few other post 3050 designs.
TRO 3039: http://www.masteruni...rce/Details/180 Scrolling down through the list of mechs here we see that it references the 3 733 models, that were handed out in such numbers as to be referred to as being "moderate", otherwise known as average.
Grabbing my own copy of TRO3050U, it's clearly listed in the section for SLDF mechs, of which the 732 is, and the 733 is not. The 733 being a scaled down 732 using technology available at the time in lieu of the gauss rifle. Much as the Flashman-7K is a derped down version of an 8K and most definitely not star league tech.
The only way you can declare the highlander is rare in the current era is if you define "moderate" as "rare", as no other canonical source states anything contradictory to that notion, and your idea that it's rare is based specifically on your interpretation of those 2 quoted references.

All that technical mumbo jumbo out of the way, I'm not necessarily disagreeing with you in that the victor may have made somewhat more sense canonically. My argument is against the statement that the 733 variant is rare (it's not at this time), that it's not in production (it is in at least 1, possibly 2 factories, although 732 production doesn't resume until 3057), and that it had fewer then 3 variants (it has exactly 3 relatively available variants, with 1 rare variant, and 1 variant that could be argued at best to have less models in existence then I have fingers).

Maybe because the Highlander isn't the most common mech...
Maybe because I wanted a faster Assault (like the Cyclops or the Victor)...
Maybe because I don't like these jack-of-all-trades mechs with one weapon of each type...
And certainly because this mech was already "announced" via PC Gamer and I hoped for something new.
