Mandatory public stats is a bit rubbish because there are probably as many people who feel strongly about NOT wanting their stats visible to others as there are those who feel strongly the other way. Though, I daresay, the group who doesn't care about stats in a video game (and perhaps wonders what's wrong with people who do) probably outweighs both by a fair margin.
Since stats are going to be recorded for matchmaking purposes anyway, I say, charge 500MC to make them visible to the player and implement a checkbox so the player can decide whether or not they are publicly visible. That way, everybody who doesn't care can just ignore them and those who really want to see them and/or really want others to see them can put their money where their mouths are.

...so deciding ANYTHIING based upon them would be AT LEAST AS Incomplete and Misleading.
But then, what would anyone WANT to gleen from another's record, and with what implications? I suppose were a Leader to need the prospect's resume of Record, he might ask for a screenshot. He may simply "trust" the pilot or discern from shared gameplay...
So, why DO others need to know that and to what Horrendous Extent I suck at this?

1. I've already seen the effects of this on the World of Warcraft forums: the stats are often invoked as trolling points against someone's post. A MWO example would be "You're only crying about this game mechanic because your KDR is 0.35. l2p noob"
2. The stats are not necessarily reflective of skill: someone with a high KDR could be any of the following:
-An excellent vulture, regardless of real skill;
-Lucky - when an enemy is being mobbed, someone gets the kill, with everyone else getting 3750 or 7500 as a consolation prize for the assist;
-An ECM Streak Hero in the current metagame;
-A pubstomper.
-A disconnecter, doing what he can to prevent death dings.
Likewise, someone with a low KDR could just be unlucky with the furball mass-shooting, or in a slow 'Mech and can't FIND the better half of the enemies before they're dead, or whatnot.
Win/loss can also involve some luck and circumstance, especially for those that don't often drop in groups.

You forgot a few on your item 2 list.
Professional shields - move in front of critically wounded team mates and take the death for them <much like tanks in like FFXI or WoW only with death as the result instead of everyone living>
Intoxicated players - do I gotta elaborate?
People just screwing around with builds to see what works or what screw ball combos they can make.
