That's why you ban the MAC which is a BIA (burned-in-address) on the network adapter/card or you just ban a group of IP addresses to cover a geographical location. An example being, you keep logging in from all your neighbor's unsecured wifi locations, so I as the server admin, just block all connections from the ISP node servicing your area (ie. your entire house, condo, apartment building, several adjacent neighbors).
