Only advantage you get out of doing this on an ilya is the hero bonus.
I actually prefer NOT running PPCs (or any distance/sniping weapons) across both arms on the CTF. The arms hang too low, and to trade shots, you have to almost completely expose your mech. I try to stick with LR and midrange stuff on just one arm - or at least on one side of the mech instead. It's a whole lot easier (and safer) to trade shots that way. It's also a lot easier to get your shots through narrow windows between friendlies. Many of my shots go under arms, over shoulders, etc... Better than into their backs...
That said, I do run a dual PPC setup on my 3D... but I run an XL340 in that (so the AC20 isn't an option). As for the hero bonus - that's kind of the point. You run them for the bonus - not because they have to be "different".
