Look, there will always be pugs and casuals...and the coordinated elites with half a brain fervently hope that's the case because they understand that, like in any MMO that has made a profit, it's those people who pay to keep the lights on. Not the elites, not the tight-knit clans...they are historically a much smaller percentage of a game's population than the casual drop-ins.
So it's not only in PGI's best interest to make sure there are casual-friendly (i.e. pugger friendly) design decisions made that also allow for the more serious players to enjoy the best of competitive gameplay. For now, it's easy enough to say if a 4 man is dropping in they will wait just long enough for another 4 man to stage for a drop...then fill both sides with puggers.
It's not impossible to accommodate both groups of players, and in fact it would be downright stupid not to.
