Will it be possible to lose money (c-bills) post match?

Will this be something the MWO is going to do?
Or will all matches provide some C-bills/xp?

I hope not, no one likes playing a match and not being rewarded at all, however with a free to play game they are going to want to push you but mechs that have c-bill boosting etc, so I don't blame them, and I think it would be safe to not rule it out as a possibility.

That's good, because novice players should learn to play with more basic equipment, and time & actual gameplay experience will get you good enough to where you don't even have to worry about breaking even - you should soon become proficient enough to rake in cash with every game, so long as you're using the right quality of equipment to suit your skill level.
There's a reason we don't teach our children to drive in a 911 GT Turbo...

There are no Tiers although I wouldn't be surprised if heavier mechs cost more to repair if for no other reason than they have bigger armored butts to cover.

Also, your starter tank (you get one for each nation, so really you have 4 starter tanks) cost 0 credits to buy or repair (in their stock layout).

I believe tiers were mentioned in the dev blogs, but refer more I think to the modules, or skills one can unlock for a mech/pilot. I agree with other posters that running an assault mech kitted out entirely with clan tech should cost more. Better players should be the ones who can afford to run the big boys IMO.

You can't guarantee they OWN a low tech or cheap mech. Players may begin with an Assault.
You can't set up a game so new [player comes in, loses his first few matches (highly likely), loses some more, and then can't afford to fix his mech and can't play at all, and leaves forever.

for some, the question is simple: "why would MWO punish me for playing by having me deficit spend just to field my best mech?"
well, there are many possible answers, all of which are logical not only from a development standpoint, but also a business model. some have already been mentioned above, so i won't rehash those. one aspect that hasn't been mentioned but is also quite valid is this: to provide enough matchmaking for many of the players that don't have the time or enthusiasm to max-out every module/weapon/pilot skill. making matches profitable no matter what you pilot will inevitable result in a very top-heavy game, where a year down the line, new and intermediate players are queued up for long periods of time because there aren't enough people to round out their lance for a match unless they wait. no one like to wait in the lobby. no one.
another point is this: even though i may have 1 billion c-bills in my account, it will still sting if my 10m c-bill Atlas with another 10m c-bills worth of equipment gets blown to bits in the second minute and i see a huge repair bill afterward. that kind of risk is good for the heart rate sometimes. some of us like to play with the highest possible stakes.

False. Your mech will always be repaired to a bare minimally functional state, per the devs. This is presumed to mean all internal structure etc repaired.
Also, performing your role will net you some income so unless you are an ***** you should be able to at least afford a few weapons and some armor so you can at least try to fight in the next match.

Because in World of Tanks, you have to grind using weaker tanks to make money to use the top tier tanks. That isn't fun for me.

This could be bad. I can see matches where 5 of the 12 mechs on one team are there on min. repairs. Then you end up with people hiding in the back hoping the rest of the team can pull off a win. I would much rather always break even, and earn more for good performance.

I feel your pain with that, however there should be some sort of risk reward system
