He sits down and orders a few drinks. The bar is filled with all manner of people from the Inner Sphere, including yourself. Suddenly, the merc commander goes into a flying rage and destroys all the alcohol in the place. He then announces that that he has been crusading across the Inner Sphere destroying all caches of intoxicating beverages, save for one left on an unnamed Periphery world. The other patrons in the bar become extremely malcontent, and decide to torture the merc commander for the location of the planet.

What is the best way to get the information out of him?

Even though it's just a story, I already feel sorry for him. That endless torture we have chosen for him...

I choose 2 since i can't stand their form of music. i got no problem with those who prefer the same gender, but the music very much qualifies as torture.
But to tell you the truth i've heard even worse...At least the Village People can sing a clear note and actually play their instruments.

The worst music i've ever heard was made by an indie metal band called Dreamslain. They are easy to find if you google them. The horror.
Put them on and that mercenary would have sold his entire merc corps in less than 40 seconds.
If you where cruel enough to make him listen to an entire song he would probably do something drastic and permanent the moment you let him loose.

Being stuck in a room for 24 hours unable to move while a drop of water hits your head every few minutes while listening to The Village People, Andy Dick, and Richard Simmons AND you are in Canada is pretty rough...

Then again, if you do all that, and still have Pending Status, you might just quit life
