Because it'd be a lot of work to alter every single stock mech they're gonna use, and every single gun, to have new tonnage and critical slots.
So it's better to balance them in other ways.
It's not hard. At all.
It would take very little effort. Most of us, including you, could do it in an afternoon. We could go through every single stock mech and adjust a little armor here or a heat sink there to accommodate the change in tonnage.
Hell, we all admit that the stock mechs are generally regarded as completely subpar and unoptimized for MWO.
Part of the reason is that they were based on TT values, which don't translate to this game.
I don't think there is a single stock mech in MWO that doesn't have issues with heat or ammo (unless it's a hero mech, perhaps).
Really, it's not an excuse for bad game balance. You can only tweak damage and heat so much, after all.
So this doesn't seem like the real reason to me. Is there a post or article explaining this from the developers, or no?

Also, there is no reason to believe that if they cannot balance weapns by damage, heat, cooldown and ammo consumption, that they'd be any better at it if they also varied tons and crits.
Battletech math is not that hard. It's certainly not WoW or STO hard.
Yup, totally agree.
