i would imagine that stock means you don't get to change any functional aspect of the mech. so it is exactly the same as when you bought it.

This list is exact the same compared to the loadout of the mechs you buy ingame, without modifying them.
You were not allowed to change anything but the Paint or the Moduleslots! Everything had to stay the same.
So you clouldn't change the weaponry, armor engines or anything else. So everyone had the same chances, and there was no boating at all!

That one contain all stock mechs we have right now. It will reduce in the 3025 Tournament to mechs that contain only Level 1 Tech.
