I think this package is not really fare at all. As an example if you want a Mad Cat (the most iconic Clan mech there is) you will have to buy the second to the highest tier package to be able to obtain it. So no Hero Mad Cat for me.

Oh, and there is this other challenge where you get a Christmas globe if you get 12 wins between Dec. 15 and Jan 6.

Most iconic is up for debate. While the Mad Cat was one of the first talked about in the books, I would have to say the Daishi easily takes the "iconic" cake in my opinion. I can't remember a single person in the books that piloted a Mad Cat, while both Natasha and Hanse both piloted Daishi's off the top of my head. The Thor and Loki are also high up there, and were described in the same book as the Mad Cat, just slightly later, and lots of people have been crying about the Vulture, which isn't even available at all.
I would prefer they have some sort of options available, instead of the locked linear progression, but from a business perspective I see the wisdom in doing it this way: Put the most sought after mechs higher in the tiers to get more money. I'm horrible at making money, so I would have it be more along the lines of packages where you get to pick a mech of that weight class for that tier - every tier is alternates the weight class available, so you still have a reason to get higher packages, but once you pick all your favorites, there is little to no incentive to progress in the tiers beyond that point.

The Marauder and Warhammer are much more iconic than the Atlas as well, but they can't use those so they instead used the Atlas. Everyone has their favorite mech, both IS and Clan. My iconic clan mech is due to the use of it in the novels from my childhood, as opposed to artwork in a recent game like yours is, but that just proves how we all have our own visions of iconic. Regardless, I know they have a strategy behind it and hope it works out for them. I will be purchasing based upon their deadline success rate, so I just hope they hit enough to get me my "Great Death" Dire Wolf. At $10 a piece, I think the normal packages are great deals, just like the Phoenix Package was. Hopefully the Vulture gets added as a reinforcement eventually, too.
