I did not figure it out for myself, I started in Closed beta, around August 2012, and had it explained to me when I joined a unit, around March 2014

you are way too slow, you want to be moving at minimum 60kph, otherwise the team will leave you behind, and a lone Mech quickly becomes a dead mech unless it has the speed to get out of trouble, I would recommend an XL300 or standard 250 engine, but the stock XL255 will work far better than the standard 130 you were considering, as a rule if a Mech can take a 250 or larger engine it almost always should
you have almost no armor, if any Mech finds you it will kill you in seconds, and if another LRM mech targets you, the Mech is too slow to get to cover, a single AMS (if it had ammo which yours does not) would protect you from about 5 missiles per volley
I would not recommend 4 separate weapon groups on that Mech, try just LRMs and SRMs or LRMs and Streaks, NARC is useful for LRMs but you will not usualy be able to dictate your engagement range in the Catapult, especially if you are only moving 32.4 while assaults usualy move at least 55
no ammo for the SSRM2 or AMS
I would recommend taking a BAP if you are using LRMs or SSRMs
the stock build that comes with is not bad, other good builds include the so called LRM5 chainsaw, 6 LRM5s set to chainfire will fire 5 missiles every half second, almost continously, and most of the missiles will hit CT, that shakes the enemy with each hit so they cannot see clearly to shoot back, another popular build is the SplatCat, 6 SRMs (ether 4 or 6 will work) and if you walk up to an enemy Mech and fire that is potentially 72 or 48 damage, however SRMs have hitreg issues and spread out a lot if you alpha strike with a lot of missiles, they are much more accurate if chainfired.
with both SRMs and LRMs the more tubes you fire at a time the more the missiles spread
just to make sure you realize, the only diferance between the CPLT-A1 and the CPLT-A1(c) is the loadout and XP boost, you can get the exact same loadout for cbills so you did not have to spend MC, if you do have MC a Mastery Bundle containing 3 Mechs, the Hero (with a 30% Cbill bonus) the Champion (C) (already outfitted with an OK build and 30% XP bonus) as well as 1 standard variant, as well as 30 days premium time (50% XP and Cbill earnings boost, stacks with Mechs bonuses) is usualy the best option for buying Mechs

No offense, but that's probably not a very good build from what I can see. A very diverse weapon's loadout with a very tiny engine. The problems I see:
- Small engine: I may be wrong, but last I recalled the Catapult is rather XL friendly (someone correct me if I'm wrong). It will be expensive, but an XL engine will probably serve you better.
- NARC: It's good to compliment your build, but you don't honestly have the speed to actually utilize it... For the moment.
- AMS: You have the system, but no ammo for it to use. I'd also suggest that you remove it and try to sneak on BAP, as that will be more helpful against ECM.
- SSRM and SRMs?: I would probably only use one of these systems at a time. SSRMs are good against faster targets, SRMs though are more reliable and can deal more damage. I'm sure you have the (S)SRMs on to counter the LRMs minimum range, and I'd suggest they stay.
- Armor Values: 10 armor on each component makes you incredibly frail.
I could keep going, but I'm just going to place a recommendation. I'd recommend (trying to keep to the flavor of your original design a bit) giving this a try if you can afford the engine upgrade.
- LRMs are maintained.
- Enforced SRMs into the design a bit more. With ECM around, I'd rather have more SRMs currently.
- Retained NARC, but with the increased engine, you should be able to get a bit more use out of it.
- Increased armor, which should help you survive better.
- Increased engine. You'll probably find that XL300 helpful for many builds. It's worth investing into.
Also, if aiming with SRMs is an issue right now, you can also try this setup, with more SSRMs. Lower damage, but more benefit from your Artemis Upgrade for less weight. Might recommend this one for the moment over the other variant I posted up.

I'm thinking, you emptied the mech, put weapons on, then put in the first engine in the list and just selected some armor, just to post the weapon loadout here. Please submit a complete mech build if you want good feedback.

It would probably help matters if he put armor on it. He's gonna have a bad day regardless since all his weapons require locks. An ecm light is gonna walk up to him and have his way with him.
