so the match maker will enforce only one 2-4 man group per side, why don't they create an additional 5-X man group size, where the MM will place one 5-X on the opposing side?

Always? You ask for group queues larger than 4 mans. PGI says "Ok, we'll look at it and here's our tentative plan." You whine.
