Yes & no. I mean ostensibly we're taking the role of people living in 3050 and using what's available at that time. Most of the mechs that we can purchase (and just because most of us have an entire company worth of mechs, if not several companies worth of mechs is the 'yes' part) are the ones that actually are available for purchase at this time. There are a bunch of lost variants that aren't being produced anywhere and those aren't included.
The ones that are available are ones that have continued to be produced over the centuries, like the Shadow Hawk-2H. Other mechs are missing key components, are lost, or just not liked so they cannot be purchased.
That said, PGI has allowed a bunch of variants that allow Star League era mechs to be built.
