XP is confirmed.
Premium account gives 50% more cbills and XP per round.
Its used to expand your pilot tree abilities, and will unlock modules that can be mounted on mechs.
Edit. I am glad that premium mechs are only regular mechs with new skin and cbill boost, the concept of premium tanks on WoT was corrupted with the arrival of the chinese type59, its a russian T54 tier 9 medium disguised as a cheap tier 8.
That thing is a moneymaker for wargaming.net, so much they removed it from the game store but keep it available to be bought in offerable packs, cheap trick.

This is why I'm happy the founder mechs are exact copies off the prime variants.
The type is WEAKER than all other T8 mediums, yet there are craploads off people like this guy here, that complain the T59 is OP. On EU server they did an event. 15 Type's vs 15 T8 mediums, guess what? The types got absolutely obliterated. But noooo, I got killed by something I can't get! So that must mean that thing is OP!! It's not that I should learn how to fight it, nope it's just OP!
On the other hand, people like this would even complain that somehow the different skins on founders mechs make them OP or something, so guess founders will still have to live with some abuse.

Buying a founders pack DOES get you an exp bonus, because it includes 1, 2 or 3 months of premium service. Premium service was confirmed to give you 50% more exp and 50% more C-bills so long as you have it active. In addition to this, if you pilot a founders mech for a match, that will also give you an additional 25% C-bill bonus.
This is the big perk of buying legendary. You get 3 months of premium, plus a founder mech for each weight class. So there is little reason you can't enjoy a 50% exp bonus and 75% c-bill bonus on every game you play for the first three months MWO is live. Unless you manage to find some standard mech that you love playing way more than any of the four founders mechs you have.

Be thankful they changed it because from what I read the founders mech was going to be unique and a fixed variant not moddable in mechlab.
And you would not get exp in the type trees using them, with the prime variant we get now will will get that experience.

People need to stop spreading false information. The developers have repeatedly stated that the founders ONLY get a C-Bill booster. There is no EXP boost.
